Sec. 3. _That a board is hereby created, to be known as the United P,},’g“§,**j,§“'°° Sm? ‘ States Shipping Board, and hereinafter referred to as the board. Crowd; ippvint- The board s al be composed of five commissioners, to be appointed m°°°’°w' by the President, by and with the advice and consent of the Senatesard board slillall annually elect one of its members as chairman and one as vice c airman. The first commissioners appointed shall continue in office for terms '1‘¤¤¤¤* °'¤m¤¤· of two, three, four, five, an six years, respectively, from the date of their appointment, the term of each to be designated by the President, but their successors shall be a pointed for terms of six years, ‘ except that any person chosen to sh a vacancy shall be appointed onl for the unexpired term of the commissioner whom he succeeds. 'lyhe commissioners shall be appointed with due re rd to their Q¤¤m¤**¤¤¤·°'*°~ fitness for the eiiicient discharge of the duties imposefbn them by this Act, and to afair representation of the geographical divisions of V the country. Not more than three of the commissioners shall be appointed rom the same political party. No commissioner shall be m°§,l‘,?‘Q3,§d_ °“‘*’l°"“°'“ · in the employ of or hold any official re ation to any common carrier by water or other person subject to this Act, or own any stocks or bonds thereof, or be pecuniariliinterested therein. No commissioner shall actively engage in any other business, vocation, or employment. Any commissioner may be removed bgi the President for inefficiency, omkemvvai. vw¤¤¤¤¤» neglect of duty, or malfeasance in 0 ce. A vacancy in the board ° shall not impair the right of the remaining members of the board_ to exercise all itsapowers. g`he board shall have an official seal, which shall be `udici notice . That each member of the board shall receive a salarysof °u§¤¤¤¤·¤ 0* ¤¤*¤*¤¤· $7,500 per annum. The board shall aipppint a secretary, at a sa ry ' of $5,000 per annum, and employ an the compensation of suc attorneys, officers, naval architects, special experts, examiners, clerks, and other em loyees as it may find necessary for the proper performance of its diiities and as may be appropriated for by the Dems mm Congress.
