In case of vacancy or of ' the death, absence, or other leglal disabilitg on the part. of the judlge of the said District Court of the United tates for Porto Rico, the President of the United States is authorized to designate one of the judges of the Supreme Court of Porto Rico to disc argc the duties of jud e of said court until such absence or disability shal be removed, and thereupon such judge so designated for said service shall be fully authorized and emglowered to perform the duties of said office during such absence or `sability of such regular judge, and to sign all necessary papers a.nd_ records as the acting judge of said court, Umm Sums I without extra compensation. _ ' dmpwg p,w_d§,f Sec. 42. That the laws of the United States relating to appeals, •w·,¢¤ s¤v¤¤¤· wrrts of error and certiorari, removal of causes, and other matters . or proceedings as between the courts of the United States and the courts of the several States shall govern in such matters and proceedingsasbetween the district court of the United States and the courts ‘1‘¤¤¤¤- of Porto Rico. Regular terms of said United States district court shaH be held at San Juan, commencing on the tirst Monda in May and November of each year, and also at Ponce on the seconcli Monday in February of each year, and special terms may be held at Maya ez at such stated times as said judge may deem e edient. That writs of error and ap%als from the Hnal judgments ¤¤¤¤— and decrees of the Supreme Court o orto Rico ma be taken and prosecuted to the Circuit Court of Appeals for the First Circuit and to the Supreme Court of the United tates, as now rovided b law. {{,",,,f"’,,;“,,,,,,_ dn, Sec. 44. _That the qualifications of jurors as lixed hy the local laws gzanyrc., for émricr of Porto Rico shall not apply to jurors selected to serve in the District Court of the United States for Porto Rico; but the qualifications rcéqum-id of jurors rn sand court shall be that each shall be of the age o not less than twenty-one years and not over SlXt·y—HVB years, a resident of Porto Rico for not ess than one year, and have a. sufficient knowledgp of the language to enab e him to serve as a juror; they sha also be citizens of the United States. Juries for the said court shall be selected, drawn and subject to exemption in accordance · with the laws of Congress regplating the same in the United States D courts m so far as locally app cable.
