He shall ascertain and pay a just compensation for facilities so requisitioned. If the compensa- gg-TP§¤$”·U°¤· t tion so ascertained b the President be not satisfactory to the person saasami-;l°°°° °°` entitled to receive tlile same, such person shall be paid sevent -five per centum of such amoxmt and shall be entitled to sue the Uiiited tates to recover such further sum as, added to said seventy-five per centum, will make up such amount as will be `ust compensation for such facilities; and jurisdiction is hereby conierred on the United States district courts to hear and determine all such controversies. Sec. 4. That whenever the President shall find that operations, R¢z¤¤:¤¢i5g¤.¤¢¤i, to practices, or transactions, at, on, in, or imder the rules of anyexchange, i°{° K$Z`1mi1}a,p iigicgi oard of trade, or similar institution or place of business cause or are "”°‘*‘°' “°“’· likely to cause unjust market manipulation, or unfair and misleading ‘ market quotations, or undue depression or Huctuation of the prices of, or injurious speculation in, w eat or wheat Hour, hereafter in this section caHed evil practices, calculated or likely to enhance unduly the liabilities of the United States under the said guaranties, he is authorized to rescribe such regulations governing, or may either wholly or partlly prohibit, operations, dpractices, and transactions in wheat or wheat Hour at, on, in, or un or the rules of any exchange, board of trade, or similar institution or place of business as he may find essential in order to prevent, correct, or remove such evil practices. Such regulations may require all peisons coming within their 0§mg;g;éi¢g$;.¤¢c·, provisions to keep such records and statements of account, and may ` require such persons to make such returns, verified under oath or otherwise, as will fully and correctly disclose all transactions in wheat or wheat flour at, in, on, or under the rules of any such exchange, board of trade, or similar institution or place of business, including the making, execution, settlement, and fulfillment thereof.
