Pay ¤°¤¤¤¤*¤ SP°°l‘ All the money hereinbefore appropriated for pay of the Army and mi miscellaneous, except the appropriation for mileage to commissioned officers, contract surgeons, expert accountant, Ijnspector General s Department, Army field clerks, and field clerks of the Quartermaster Corps, when authorized by law, shall be disbursed and accounted for by officers of the Quartermaster Corps as pay of the Army, and for that pur ose shall constitute one fun . _ 3 §'%Z'§§Z Hereafier, under such regulations as may be (prescribed by the Sec- ¤¤¢¤ mms ,*0* dir retary of War, officers of the Quartermaster orps accountable for bmcmmm c` public moneys may intrust such moneys to other officers for the purpose of having them make disbursements as their agents, and the ·‘·¤¤¤¤¤¢¤bm*Y· officers to whom the moneys are intrusted, as well as the officers who iiitrppt it gg them, shall be held pecuniarily responsible therefor to t e United States. _ §’.‘,§l§§lf§§.§°‘ Sunsrsrmvcn or Tim ARMY: Purchase of subsistence supplies: For issue as rations to troops, including enhsted men of the Regular Army Reserve and retired enlisted men when ordered to active duty, civil emplo ees when entitled thereto, hospital matrons, nurses, apphcants for enlistment while held under observation, general prisoners of war (including Indians held by the Army as prisoners, but for whose subsistence appropriation is not otherwise made), Indians employed with the Army as guides and scouts, and general prisoners at posts; for the subsistence of the masters, officers, crews, and employees of the vessels of the Arm transport service; hot coffee for troops traveling when supplied with cooked or travel rations; meals for recruiting parties and applicants for enlistment while under observation; for S°‘°‘· sales to officers, includin members of the OtHcers’ Reserve Corps, §;_",§§',§,fi,,¤6 matches while on active duty, andg enlisted men of the Army: Provided, That ` the sum of $12,000 is authorized to be expended for su plymlg meals or furnishing commutation of rations to enlisted men olf the egular Army and the National Guard who may be competitors in the national R¤*i°¤*°S“*°“°¤S· riile match: Provided further, That no competitor shall be entitled to commutation of rations in excess of $1.50 per day, and when meals are furnished no greater expense than that sum per man per day for the P¤Y¤¤¤¤*S- period thecontest is_in progress shall be incurred. For payments: Of m;71_g¤=§g¤*¤¤¤¤ 0* fe- commutation_of rations to the cadets of the United States Military ' Academy in heu of the regular established ration, at the rate of 40 cents per ration; of the regulation allowances of commutation in lieu of rations to enlisted men on furlough, enlisted men and male and female nurses when stationed at places where rations in kind can not be economically issued, including enlisted men of the Regular Army Reserve and retired enlisted men when ordered to active duty, and when traveling on detached duty where it is impracticable to carry rations of any kind, enlisted men selected to contest for places or prizes in departments and Arniy rifle competitions while traveling to and from paces of contest, m e and female nurses on leaves of absence, aplp `cants for enlistment, and general prisoners while traveling under or ers; of commutation of rations in lieu of the regular established ration for members of the Nurse Corps (female) while on duty in hospital, at 40 cents per ration, and for enlisted men applicants for enlistment while held under observation, and general, prisoners sick therein, at the rate of 40 centpuper ration (except that at the general hospital at Fort Bayard, New exico, 50 cents per ration and at other general hospitals 40 cents dper ration are authorized for enlisted patients therein)_, to be pai to the surgeon in charge; advertising; cmvlgmsrubummd or_ providing prizes to be established by the Secretary of War for ' enlisted men o the Army who graduate from the Army schools for bakers and cooks, the total amount of such prizes at the various schools not to exceed $900 per annum; for other necessary uses incident to the purchase, testing; care, preservation, issue, s§e, and accounting for subsistence supp `es for the Army; for extraordinary
