War with Spain and Mexican border service.That the Secretary of War be, and he is hereby, authorized and directed to procure a bronze medal, with suitable device and ribbon, to be presented to each of the several officers and enlisted men, andBronze medal to members of National Guard serving in. families of such as ma be dead, of the National Guard who, under the orders of the President of the United States, served not less than ninety days in the War with Spain, and who have received an honorable discharge from the service and who served on the Mexican border in the years nineteen hundred and sixteen and nineteen hundred and seventeen and who are not eligible to receive the Mexican service badge heretofore authorized by the President:Proviso Provided, That such medals shall not be issued to men who have, Excluded if dishonorably dischargedsubsequent to such service, been dishonorably discharged from the service or deserted: And provided further, Appropriation That the sum of $7,000, or so much thereof as may be necessary, is hereby appropriated, out of any money in the Treasury not otherwise appropriated, for the purpose of carrying this last paragraph into effect.

Appropriation for authorizations herein made.Provided, That out of the authorizations provided for ordnance stores, ammunition, ordnance stores and supplies, small-arms target practice, manufacture of arms, automatic machine rifles, and armored motor cars there is authorized to be expended and is hereby appropriated the sum of $600,000,000.

Material to be of American manufactureProvided further, That all material purchased under the appropriations for the Ordnance Department in this Act shall be of American manufacture, except in cases when, in the judgment of the Secretary of War, it is to the manifest interest of the United States to make purchases abroad, which material shall be admitted free of duty.

Ordnance Office.CIVILIAN ORDNANCE EMPLOYEES, DISTRICT OF COLUMBIA: That the Chief of Ordnance of the United States ArmyEmployment of technical, etc. services in. is authorized to employ in the District of Columbia, out of the appropriations made in this Act for designating, procuring, caring for, and supplying ordnance and ordnance stores to the Army, such services, other than clerical, as are necessary for carrying out these purposes.

Incurred obligations payable from appropriations herein made.The appropriations made in this Act shall be available for the payment of obligations on account of the existing emergency incurred prior to the passage of this Act and which are properly chargeable to such appropriations.
