The guaranteed prices at the respective princi al prima markets aforesaid of all other grades of wheat esta lished) under therlllnited States Grain Standards Act approved August 11, 1916, shall be based on the above guaranteed prices and bear just relation thereto. C°¤di¤°¤* *°¤¤i*°¢ The sums thus determined and fixed are guaranteed by the Government of the United States at the respective principal primary markets of the United States above mentioned, to every producer of wheat of any grade so wtablished under the United States Grain Standards Act, upon the condition that said wheat is harvested in the United States during the year 1919, and offered for sale before the first day of June, 1920, to such agent or employee of the United States, or other person as may be hereafter desi ated, at any one of the abovementioned cities, which are hereby gelizlared to be the principal primary markets of the United States, and rovided that such uproducer complies with all regulations which maylbe hereafter prom gated in re ard to said guaranty by the President of the United States.  WHEREAS, Under and b virtue of an Act of Congress entitled

Amt P- M2- "An Act To provide further for the national security and defense by encouraging the production, conservin the supply, and controlling the distribution of food {products and §uel," approved by the President on the 10th day 0 August, 1917, it is provided among other Statuto visions thitws as follows: · Am, pir? "'I`hat by reason of the existence of a state of war it is essential to the national security and defense, for the successful prosecution of the war, and for the support and maintenance of the Army and Navy, to assure an adequate supply and equitable distribution, and to facilitate the movement, of foods, feeds, fuel including fuel oil and natural gas, and fertilizer and fertilizer ingredients, tools, utensils, implements, machinery, and equipment required for the actual production of foods, feeds, and fuel, hereafter in this Act called necessaries; to prevent, locally or generally, scarcity, monopolization, hoarding, injurious speculation, manipulations, and private controls, affecting such supply, distribution. and movement; and to establish and maintain govermental control of such necessaries during the war.
