B. Haddon-Smith, Governor of the Windward Islands (includin Grenada, St. Vincent, the Grenadines and St. Lucia) have mutugly agreed that the prepaid postage rate applicable to letters mailed in the United States addressed for delivery in the Windward Islands shall be the rate (two cents an ounce) ap licable to letters in the domestic service of the United States, and to letters mailed in the Windward Islands addressed for delivery in the United States the rate (one penny up to one ormce) applicable to letters in the domestic service 0 the Windward Islands. Letters unpaid or short-paid shall be dispatched to destination, but double the amount of the deficient postage, calculated at said rates shall be collected of the addressees upon the delivery of such unpaid or short-paid letters.
