the War Risk Insurance Act," Ieiirproved b the President on the \I;i•:?¤.u;¤¤¤· eleventh of Ju1Bi one thousand nine hundredy and eighteen, it is rovided that the vision of Marine and Seamen’s Insurance of the War Risk Insurance Bureau shall suspend within six months after the end of the war, but that for the purpose of the final adjustment of outstandingmsurance or claims said division may, in the discretion of the President, be continued in existence for a period not exceeding threeigyéars after such suspension, and W REAS, by a. Joint Resolution of the O0 ess of the United v°'· “·P·’“’· States, approved y the President on the third of meh, one thousand mne hundred and twenty-one, it is provided that in the interpretation of any provision relating to the duration or date of the termination of the ate war between the Imperial German Govemment and the Imperial and Royal Austro-Hnmgarian Government and the Government and peop e of the United States, in any Acts of Congress contingent upon the date of the termination of such war, the date when such resolution becomes effective should be construed and treated as the date of the termination of the war, and ` WHEREAS, it is necessary to continue the existence of said Division of Marine and_Sea.men’s Insurance for the purpose of final ad'ustment of outstanding insurance or claims, and _ WHEREAS, b§ the Act of Congress entitled, "An Act to Estab- 4¤#·v-1*8- lish a Veterans’ ureau" and for other purposes, approvedgy the President on the ninth of August, one thousand nine hundr and _ twenty-one, the powers, duties and personnel of the War Risk Insurance Bureau were transferred to the Veterans’ Bureau, and WHEREAS, bg a Joint Resolution of the Congress of the United ·‘""· °· “°’· States, a proved y the President on the twenty-fourth of A1$ust, one thousanci) nine hundred and twenty-one, the name of the eterans’ Bureau was changed to the United States Veterans’ Bureau, and WHEREAS, I, Warren G.
