SEC. 2 . There is here by conferred upon the Louisiana Highway approaches, etc. Commission, and the State Highway Commission of Texas all such rights and powers to enter upon lands and to acquire, condemn, occupy, possess, and use real estate and other property needed for the location, construction, operation, and maintenance of such bridge and its approaches as are possessed by railroad corporations for rail- road purposes or by bridge corporations for bridge purposes in the State in which such real estate or other property is situated, upon Condemnation pro - making just compensation therefor, to , be ascertained and paid ceedings . according to the laws of such State, and the proceedings therefor shall be the same as in the condemnation or expropriation of prop- erty for public purposes in such State. County, or to the board of supervisors of Leake County and the board of supervisors of Neshoba County, Mississippi, to construct, maintain, and operate a free highway bridge and approaches thereto across the Pearl River, at a point suitable to the interests of navi- gation, at or near Edinburg, Leake County, Mississippi, in accord- ance with the provisions of the Act entitled "An Act to regulate the construction of bridges over navigable waters," approved March 23, 1906 . SEC . 2 . That the right to alter, amend, or repeal this Act is hereby exp ressly reser ved . Approved, May 29, 1928 . CHAP. 887.-An Act To authorize an appropriation for the American group of the Interparliamentary Union . Be it enacted by the Senate and House of Representatives o f the United States o f America in Congress assembled, That in order to assist in meeting the annual expenses of the American group of the Inte rparli amenta ry Uni on for the f iscal y ear be ginnin g July 1, 19 28, there is hereby appropriated the sum of $10,000, or so much thereof as may be necessary, such appropriation to be disbursed on vouchers to be approved by the president and the executive secretary of the American group .
