CHAP. 20 .-Joint Resolution To appoint a congressional committee to attend the exercises celebrating the twenty-fifth anniversary of the first airplane flight made by Wilbur and Orville Wright on December 17, 1903, at Kill Devil Hills, Ki tty H awk, North Caro lina . Whereas on December 17, 1903, Wilbur and Orville Wright astounded the world by making the first successful airplane flight at Kill Devil Hills, Kitty Hawk, North Carolina; and Whereas the Congress of the United States has passed an Act author- izing the erection of a memorial at Kitty Hawk, North Carolina, to commemorate this great epoch in history, the corner stone of which is to be laid on December 17, 1928, the twe nty-fi fth an ni- versary of the first flight; and Whereas the delegates attending the International Aeronautical Con- fere nce calle d by the Presi dent in Wa shin gton will atte nd in a body the exercises to be held at Kitty Hawk, and the National Aeronautic Association will unveil a tablet to commemorate same; Orville Wright, the surviving brother, being the guest of honor; and Whereas it is both fitting as well as the desire of the Congress to be represented on said occasion : Now, therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That a committee com- posed of six Members of the House of Representatives and three Members of the Senate shall be appointed by the Presiding Officer of each House to attend said celebration at Kitty Hawk on Decem- ber 17, 1928, the necessary expenses of said committee to be paid out of the contingent funds of the House and Senate . Be it enacted by the Senate and House of Representatives of the Sum auth oriz ed f or United States of America in Congress assembled, That there is hereby contribution to Pres- idents'Plaza, asmemo- authorized to be appropriated, out of any money in the Treasury rial in, of former Pres- not otherwise appropriated, the sum of $300,000 as a contribution idents Jackson, Polk, and Johnson . on the part of the United States to the establishment of a Presi- dents' plaza in the city of Nashville, State of Tennessee, and for the erection thereon of a proper memorial in honor and to the memory of Andrew Jackson, James K . Polk, and Andrew Johnson, former Presidents of the United States. Nashville Presidents' SEC . 2 . There is hereby established a commission, to be known as Plaz a Co mmiss ion es- tablished . the Nashville Presidents' Plaza Commission (hereinafter referred to as the commission), and to be composed of fifteen commissioners, as follows : Three persons to be appointed by the President of the United States; three Senators by the President of the Senate; three Members of the House of Representatives by the Speaker of the House; the Governor of the State of Tennessee; the judge of the coun ty c ourt of Da vids on Co unty, Tenn esse e; the mayor of the city of Nashville, Tennessee; and three persons to be appointed by the Governor of the State of Tennessee . The commissioners shall serve with out compe nsati on, selec t a c hairm an f rom a mong thei r num ber, and appoint a secretary at such salary as the commission may fix .
