All sums received by the Public Health Service during the fiscal year 1930, except allotments and reimbursements on account of p atien ts of the Unit ed St ates Vete rans' Bure au, shall be c over ed into the Treasury as miscellaneous receipts . Quarantine service : For maintenance and ordinary expenses, ex- clusive of pay of officers and employees, of United States quarantine st ations , incl uding the ex change , main tenance , repa ir, an d oper ation of motor-propelled passenger-carrying vehicles, and including not exceeding $2,000 for the purchase of motor-propelled passenger- carrying vehicles (at a cost not to exceed $1,000 each, including the value of any vehicle exchanged except for ambulances), $460,000 . Prevention of epidemics : To enable the President, in case only of threatened or actual epidemic of cholera, typhus fever, yellow fever, ty phoid fev er, s mallp ox, b ubon ic pl ague, Chi nese plagu e or blac k death, trachoma, influenza, Rocky Mountain spotted fever, or infan- tile paralysis, to aid State and local boards or otherwise, in his discretion, in preventing and suppressing the spread of the same, and in such emergency in the execution of any quarantine laws which may be th en in force, $400, 000, i ncludi ng the purcha se of newspa pers a nd cl ippin gs f rom n ewspa pers cont ainin g inf orma tion relat ing to the prevalence of disease and the public health . Field inves tigati ons : For inve stiga tion s of disea ses of ma n and con dition s infl uencin g the propag ation and spr ead th ereof, inclu ding sanitation and sewage, and the pollution of navigable streams and lakes of the United States, including personal service, and including the maint enance , repa ir, an d oper ation of moto r-prop elled passen ger- carrying vehicles, $315,940 . Interstate quarantine service : For cooperation with State and muni cipal health autho rities in th e preve ntion of the sprea d of c on- tagious and infectious diseases in interstate traffic, $68,520 . Rural sanitation : For special studies of, and demonstration work in, rural sanitation, including personal services, and including not to exceed $5,000 for the purchase, maintenance, repair, and operation of motor-propelled passenger-carrying vehicles, $215,500

Provided, That no pa rt of this a ppropr iation shall be ava ilable for d emonst ra- tion work in rural sanitation in any community unless the State, county, or municipality in which the community is located agrees to pay one-half the expenses of such demonstration work . Biologic products : To regulate the propagation and sale of viruses, serums, toxins, and analogous products, including arsphenamine, and for the preparation of curative and diagnostic biologic products, in- clud ing pe rsonal servi ces of reser ve comm ission ed off icers and ot her personnel, $46,620 . For the maintenance and expenses of the Division of Venereal Dis- eases, established by sections 3 and 4, Chapter XV, of the Act ap- proved July 9, 1918 (U . S . C ., p. 1315, sees . 24, 25), including per- sonal and other services in the field and in the District of Columbia, $73,780, of which amount not to exceed $29,500 may be expended for personal services in the District of Columbia . BUREAU OF THE MINT OFFICE OF DIRECTOR OF THE MI NT Salaries : For the Director of the Mint and other personal services in the District of Columbia, $37,100 .
