Investigation, etc., SEc . 15. The Secretary of the Interior is authorized and directed directed as to feasibility to make investigation and public reports of the feasibility of projects rated States l for dco m- for irrigation, generation of electric power, and other purposes in prehensive scheme for utilization of water of the States of Arizona, Nevada, Colorado, New Mexico, Utah, and Co l or a do Ri ve r , e tc . Nothing herein shall be construed as interfering with Rights of States as to waters therein, not in- such rights as th e Stat es now have either to the water s with in the ir terfered with, except as borders or to adopt such policies and enact such laws as they may modified b y the com- deem necessary with respect to the appropriation, control, and use of waters within their borders, except as modified by the Colorado River compact or other interstate agreement . SEC . 19 . That the consent of Congress is hereby given to the States p Supp leme ntal signaled of Arizona, California, Colorado, Nevada, New Mexico, Utah, and States consented to . Wyoming to negotiate and enter into compacts or agreements, sup- plemental to and in conformity with the Colorado River compact and consistent with this Act for a comprehensive plan for the deve lopm ent o f the Col orado Rive r and pro vidin g for the stor age, diversion, and use of the waters of said river . for dams, etc. or agreement may provide for the construction of dams, headworks, and other diversion works or structures for flood control, reclama- tion, improvement of navigation, division of water, or other pur- poses and/or the construction of power houses or other structures for the purpose of the development of water power and the financ- ing of the same ; and for such purposes may authorize the creation of inters tate c ommiss ions a nd/or the cr eation of cor porati ons, a uthori - ties, or other instrumentalities . (a) Such consent is given upon condition that a representative of Federal representa- tiv e the United States, to be appointed by the President, shall participate negotiatiosticipate in in the negotiations and shall make report to Congress of the pro- ceedings and of any compact or agreement entered into .
