C ., p . 677, sec . 134), as amended, including all classes of soldiers admissible to the National Home for Disabled Volunteer Soldiers, $560,000 : Provided, That for any sum or sums collected in any manne r from inmates of such Stat e or Territor ial homes to b e used for the support of said homes a like amount shall be deducted from the aid herein provided for, but this proviso shall not apply to any State or Territorial home into which the wives or widows of s oldi ers are admi tted and mai ntai ned . The limitations on the expenditure of appropriations hereinbefore made in this Act shall not apply to the appropriations for the Panama Canal . For every expenditure requisite for and incident to the mainte- nance and operation, sanitation, and civil government of the Panama Canal and Canal Zone, including the following : Compensation of all officials and employees ; foreign and domestic newspapers and period- icals ; law books not exceeding $500 ; textbooks and books of reference ; printing and binding, including printing of annual report ; rent and personal services in the District of Columbia ; purcha se or exchange of typewriting, adding, and other machines, purchase or exchange, maintenance, repair, and operation of motor-propelled and horse-drawn passenger-carrying vehicles ; claims for damages to vessels passin g through the locks of the Panama Canal, as author- ized by the Panama Canal Act ; claims for losses of or damages to property arising from the conduct of authorized business operations
