CH. 57. 1928 . use of mineral fuels, and for investigation of mineral fuels belonging to or for the use of the United States, with a view to their most efficient utilization, to recommend to various departments such changes in selection and use of fuel as may result in greater econ- omy, and, upon request of the Director of the Bureau of the Budget, to investigate the fuel-burning equipment in use by or proposed for any of the departments, establishments, or institutions, of the United States in the District of Columbia, $158 .500, of which amount not to exceed $32,000 may be expended for personal services in the District of Columbia ; Mineral mining investigations : For inquiries and scientific and technologic investigations concerning the mining, preparation, treat- men t, and utilization of ore s and mineral substances, other tha n fuels, with a v iew to improving health conditions and increasing safety, efficiency, economic development, and conserving resources thr oug h the prevention of wa ste in the mining, quarrying, metal- lurgical, and other mineral industries ; to inquire into the economic conditions affecting these industries ; and including all equipment, supplies, exp en ses of travel and subsistence, and the operation, main tena nce, and rep air of m otor -pro pell ed p asse nger -car ryin g vehicles, including not to exceed $9,500 for personal services in the Dis tr ict of Columbia, $125,000 : Provided, That no part of this appropriation may be expended for an investigation in behalf of any private party ; Oil , gas, and oil-s hale investigati ons : For inqui ries and investi ga- tion s and di ssem inat ion of i nfor mati on c once rnin g the mi ning , preparation, treatment, and utilization of petroleum, natural gas, and oil shale, includin g econom ic condi tions af fecting the indu stry, with a view to economic development and conserving resources thr ou gh the prevention of waste ; for the purchase of newspapers relating to the oil, gas, and allied industries : Provided, That section 192 of the Revised Statutes shall not apply to such purchase of newspapers from this appropriation ; and for every ot her expense incident thereto, including supplies, equipment, expenses of travel and subsistence, purchase, exchange as p art payment for, mainte- nance, a nd opera tion of motor-pro pelled p assenger -carryin g vehicl es, $198,260, of which amount not to exceed $25,000 may be expended for pers onal ser vices in the Dist rict of Columbia ; Oil-shale investigations : For development of oil shale, including purchase or mining and transportation of shale, operation, repairs, and alteration of plant, the construction, maintenance, and repair of necessary camp buildings and appurtenances thereto, and the altera- tion, operation, and maintenance of experimental refinery, and for all necessary expenses incident thereto, including personal services, supplies , equipm ent, tra veling ex penses, the purc hase, no t exceed ing $1,200, operation, maintenance, repair, and exchange in part pay- ment for, of motor-propelled, passenger-carrying vehicles, $75,000, of whi ch am ount not to exceed $6,000 may be expe nded f or pe rsona l services in the District of Colum bia ; Mi ning exp erim ent stat ions : For the employment of personal services and all other expenses in connection with the establishment, maintenance, and operation of mining ex eriment stations, author- ized by the Act approved March 3, 1915, 173,000, of which amount not to exceed $11,000 may be expended for personal services in the District of Columbia ; Buildings and grounds, Pittsburgh, Pennsylvania : For care and mai nte na nce of buildings and gr ou nds at Pittsburgh and Bruceton, Pennsylvania, including personal services, the purchase, exchange as part payment for, op eration, mainten ance, an d repair of pass enger
