The said city of Louisville or such board or commission and the successors thereof are hereby authorized to fix and charge tolls for transit over such bridge, and the rates of tolls so fixed shall be the legal rates until changed by the Secretary of War under the authority contained in the Act of Mar ch 23, 1906 . SEC . 4. In fixing the rates of toll to be charged for the use of such brid ge the s ame shal l be so adjusted as to p rovide a fund suf ficient to pay for the reasonable cost of maintaining, repairing, and operat- ing the bridge and its approaches under economical management, and to provide a sinking fund sufficient to amortize the cost of such bridge and its approaches, including reasonable interests and financ- ing cost, as soon as possible under reasonable charges but within a period of not to ex ceed t wenty years from the compl etion there of . After a sinking fund sufficient for such amortization shall have been so provided such bridge shall thereafter be maintained and operated free of tolls, or the rates of tolls shall thereafter be so adjusted as to provide a fund of not to exceed the amount necessary for the proper maintenance, repair, and operation of the bridge and its approaches under economical management . An accurate record of the cost of the bridge and its approaches, the expenditures for maintaining, repairing, and operating the same, and of daily tolls collected shall be kept and shall be available for the information of all persons interested . SEC. 5. The right to alter, amend, or repeal this Act is hereby expressly reserved . Approved, February 25, 1928 . CHAP. 102 .-An Act To change the name of the Utah National Park, the establishment of which is provided for by the Act of Congress approved June 7 1924 (Forty-third Statutes, page 593), to the "Bryce Canyon National Park,' ; and for other purposes. Be it enacted by the Senate acid House of Representatives of the Unite d States of America in Cong ress assembled, That the area within the State of Utah described in the Act of Congress approved June 7, 1924 (Forty-third Statutes, page 593), providing for the establishment of the Utah National Park, shall be, when established as a nat ional park, known as the B ryce C anyon Nati onal P ark . SEC . 2. That the east half east half section 25, township 36 south, range 4 west ; the east half southwest quarter section 20, and all of sections 21, 29, and 30, township 36 south, range 3 west ; all of sec- tions 24 and 25, township 37 south, range 4 west ; and all of sections 19 and 30, township 37 south, range 3 west, Salt Lake meridian, be, and the same are hereby, excluded from the Powell National Forest and made a part of the Bryce Canyon National Park, subject to the provisions of the aforesaid Act of Congress approved June 7, 1924 . SEC . 3 . That unsurveyed sections 28 and 33, town ship 3 6 sou th, range 3 west, and section 20, township 37 south, range 3 west, Salt Lake meridian, public lands of the United States, be, and the same are hereby, added to and made a part of the Bryce Canyon National P ark subject to the provisions of the aforesaid Act of Congress ap proved June 7, 1924.
