The appropriations for education of natives of Alaska, medical rel ief in A laska, a nd reind eer for Alaska s hall be availabl e for th e payment of traveling expenses of new appointees from Seattle, Washington, to their posts of duty in Alaska, and of traveling expenses, packing, crating, and transportation (including drayage) of personal effects of employees upon permanent change of sta tion within Alaska, under regulations to be prescribed by the Secretary of the Inter ior . GOV ERN MEN T IN THE TERRITORIES TERRITORY OF ALASKA Governor, $7,000 ; secretary, $3,600 ; in all, $10,600 . For incidental and contingent expenses, clerk hire, not to exceed $3,520 ; janitor service for the governor's office and the executive mansion, not to exceed $2,760 ; traveling expenses of the governor while absent from the capital on official business, and of the secretary of the Territory while traveling on official business under direction of the governor ; rent of executive offices, repair and preservation of governor's house and furniture ; for care of grounds and purchase of necessary equipment ; stationery, lights, water, and fuel ; in all, $14, 000, to be expen ded under the dir ection o f the go vernor . Legislative expenses : For salaries of members, $21,600 ; mileage of members, $9,500 ; salaries of employees, $6,000 ; rent of legislative ha lls and comm itte e ro oms, $2, 500 ; print ing, indexing, comparing proofs, and binding laws, printing, indexing, and binding journals, stationery, supplies, printing of bills, reports, and so forth, $10,400 ; in all, $50,000, to be expended under the direction of the Governor of Alaska . Insane of Alaska : For care and custody of persons legally adjudged insane in A laska, including transportation, burial, and other expenses, $158,000 : Prov ided , That authority is granted to the Secretary of the Interior to pay from this appropriation to the Sanitarium Company of Portland, Oregon, or to other contracting inst itution or insti tutions, not to e xceed $6 24 per c apita pe r annum for the care and maintenance of Alaskan insane patients during the fiscal year 1929 : Provided further, That so much of this sum as may be required shall be available for all necessary expenses in ascertaining the residence of inmates and in returning those who are not legal residents of Alaska to their legal residence or to their frie nds, and the Sec retary of the Int erior sh all, so soon as practi- cable, return to their places of residence or to their friends all inmates not residents of Alaska at the time they became insane, and the c ommitme nt pap ers for any pe rson h ereafte r adjud ged in sane shall include a statement by the committing authority as to the legal residence of such person . Traffic in intoxicating liquors : For suppression of the traffic in intoxicating liquors among the natives of Alaska, to be expended unde r the di rection of the Se cretary of the I nterior, $16,200 . The Alaska Railroad : For every expenditure requisite for and incident to the auth orized work of the Alaska Railroad, inclu ding maintenance, operation, and improvements of railroads in Alaska ; maintenance and operation of river steamers and other boats on the Yu kon Rive r an d it s tr ibut arie s in Ala ska ; operation and mainte- nance of ocean going or coastwise vessels by ownership, charter, or arrangement with other branches of the Government service, for the purpos e of pro viding a dditiona l facili ties for the tra nsportat ion of
