For contingent expenses, to be expended by the governor, for sta- tionery, postage, and incidentals, $1,000 ; private secretary to the governor, $3,000 ; temporary clerk hire, $500 ; for trav elin g ex pens es of the governor while absent from the capital on official business, $500 ; in all, $5,000. Legislative expenses : For furniture, light, telephone, stationery, record casings and files, printing and binding, including printing, publications, and binding of the session laws and the house and senate journals, indexing records, postage, ice, water, clerk hire, mileage of members, and incidentals, pay of chaplain, clerk, sergeant at arms, stenographers, typewriters, janitors, and messengers, $30,000 : Provided, That the members of the Legislature of the Ter- ritory of Hawaii shall not draw their compensation of $500 or -any mileage for an extra session, held in compliance with section 54 of an Act to provide a government for the Territory of Hawaii, approved April 30, 1900 . SAI NT ELIZABETHS HOSPITAL For support, clothing, and treatment in Saint Elizabeths Hospital for the Insane from the Army, Navy, Marine Corps, Coast Guard, in mates of the Natio nal H ome fo r Disa bled Volunt eer So ldiers , persons charged with or convicted of crimes against the United States who are insane, all persons who have become insane since their entry into the military and naval service of the United States, civilians in the quartermaster's service of the Army, persons trans- ferred from the Canal Zone who have been admitted to the hospital and who are indigent, and beneficiaries of the United States Vet- erans' Bureau, including not exceeding $27,000 for the purchase, exchange, maintenance, repair, and operation of motor-propelled passenger-carrying vehicles for the use of the superintendent, pur- chasing agent, and general hospital business, and including not to excee d $2 85,0 00 for repairs and improvements to buildings and grounds and for additional fire protection equipment, $913,000, including maintenance and operation of necessary facilities for f eeding emplo yees a nd ot hers ( at not less than cost), and t he proceeds therefrom shall reimburse the appropriation for the insti- tution ; and not exceeding $1,500 of this sum may be expended in the removal of patients to their friends, not exceeding $1,500 in the 241 Payment for injuries .
