Canal, together with a hydroelectric plant, roadways, and such other work as in the judgment of the Governor of the Panama Canal may be necessary, to cost in the aggregate not to exceed $12,000,000, together with all moneys arising from the conduct of business opera- tions author ized by the P anama Canal A ct . For sanitation, quarantine, hospitals, and medical aid and support of the insane and of lepers and aid and support of indigent persons legally within the Canal Zone, including expenses of their deporta- tion when practicable, and the purchase of artificial limbs or other appliances for persons who were injured in the service of the Isthmian Canal Commission or the Panama Canal prior to Septem- ber 7, 1916, and including additional compensation to any officer of the United States Public Health Service detailed with the Panama Canal as chief quarantine officer, $670,000 ; For civil government of the Panama Canal and Canal Zone, includ- ing salaries of district judge, $10,000 ; district attorney, $5,000 ; mar- shal, $5,000 ; and gratuities and necessary clothing for indigent discharged prisoners, $1,158,000 ; Total Panama C anal, $8,660, 000, to be ava ilable until expended . The Governor o f the Panama Canal, so far as the expend iture of appropria tions containe d in this Act may be under his direction , shall, when it is more economical, purchase needed materials, sup- plies , and equipm ent f rom av ailabl e surp lus s tocks of the War Depa rtm ent . In addition to the foregoing sums there is appropriated for the fiscal year 1929 for expenditures and reinvestment under the several heads of app ropriation af oresaid, with out being cove red into the Treasury of the United St ates, all mon eys received b y the Panama Canal from services rendered or materials and supplies furnished to the United States, the Panama Railroad Company, the Canal Zone government, or to their employees, respectively, or to the Panama Government, from hotel and hospital supplies and services ; from rentals, wharfage, and like service ; from labor, materials, and sup- plies and other services furnished to vessels other than those passing through the canal, and to others unable to obtain the same elsewhere ; from the sale of scrap and other by-products of manufacturing and shop operations ; from the sale of obsolete and unserviceable mate- rial s, s uppl ies, and equ ipme nt p urch ased or acqu ired for the ope ra- tion, maintenance, protection, sanitation, and government of the canal and Canal Zone ; and any net profits accruing from such busi- ness to the Panama Canal shall annually be covered into the Treasury of the United States . In addition there is appropriated for the operation, maintenance, and extension of waterworks, sewers, and pavements in the cities of Panama and Colon, during the fiscal year 1929, the necessary por- tions of such sums as shall be paid as water rentals or directly by the Government of Panama for such expenses . REPEAL OF APP ROPRIA TIONS SEC. 2. That the unexpended balances stated after each of the fol- lowing-described continuing appropriations shall be carried to the surplus fund and covered into the Treasury immediately upon the approval of this Act, namely Military posts, $200. Military posts, Hawaiian Islands, $213 .07. Militar y posts, Pana ma Canal, $ 20 0 . Disciplinary barracks, Fort Leavenworth, Kansas, $2,452 .08 . Army quarters, storehouses, and so forth, Canal Zone and Panama Canal, $51,940 .01 .
