Be it enacted by the Senate and House o f Representatives o f the Port Huron, Sarnia, United States o f America in Congress assembled, That in order to Paint Edward Inter- na tion al Br idge Com - facilit ate in ternat ional commer ce and improv e the Postal Servi ce the pany may bridge, at Port Huron, Sarnia, Point Edw ard International Bridge Company, Part Huron, Mich . a Michigan corporation, hereinafter referred to as the company, its successors and assigns, be and is hereby authorized to construct, maintain, and operate a bridge and approaches thereto across the Sa int Cl air Ri ver, s o far as the Unite d State s has jurisd iction over the waters of such river, at a point suitable to the interests of navi- gation, between a point at or near the city of Port Huron, Saint Clair County, State of Michigan, and a point at or near the city of Sarnia, Province of Ontario, Dominion of Canada, in accordance with the provisions of the Act entitled " An Act to regulate the construction of bridges over navigable waters," approved March 23, 1906, subject to the conditions and limitations contained in this Act, Approval of Canada and in so far as the company, its successors or assigns, may act in the required .

There is hereby conferred upon the said company, its suc- gan, for location, ap- cessors and assigns, all such rights and powers to enter upon lands proache s, et° . and to acquire, condemn, occupy, possess, and use real estate and other property in the State of Michigan needed for the location, construction, operation, and maintenance of such bridge and its approaches, as are possessed by railroad corporations for railroad purposes or by bridge corporations for bridge purposes in the State of Michigan, upon making just compensation therefor to be ascer- tained and paid according to the laws of such State, and the pro- cee dings theref or sha ll be the sa me as in the condem nation or ex pro- priation of property for public purposes in such State . SEC . 3 . The said company, its successors and assigns, is hereby au thoriz ed to fix an d char ge tol ls for transi t over such bridge , and the rates of toll so fixed shall be the legal rates until changed by the Secretary of War under the authority contained in the Act of March 23, 1906 . SEC. 4 . Such bridge shall be constructed in accordance with the st andard speci ficati ons ad opted by the Americ an Ass ociati on of State inspection by state authorities . Highway Officials . During the construction of such bridge all work thereon shall be subject to inspection and approval by the State highway department of Michigan . SEC . 5. The said company, its successors and assigns, shall not encumber said bridge by the issue of stocks, bonds, notes, mortgages, debentures, or other evidences of indebtedness in an amount which, including all previous encumbrances whether retired or still out- standing, shall at any time exceed in the aggregate the cost as reported to and determined by the Secretary of War in accordance Const ruction . CHs. 421, 427. 1928 . reservation is bounded on the north by Park Road, on the east by Pine St reet, and on the w est by Sixte enth St reet, and im mediat ely in front of Sacred Heart Church in Washington, District of Colum- bia, a memorial statue of the late James Cardinal Gibbons : Pro- vided, That the design for the statue shall be approved by the Com- mission of Fine Arts : And provided further, That such statue shall be erected under the supervision of the Director of Public Buildings and Public Parks of the National Capital and that the United States shall be put to no expense in or by the erection of said statue .
