I construction costs, etc ., shall within ninety days after the completion of such bridge file to be filed after com- wi th the S ecre tary of War and with the hig hway dep artm ents of pletion . the States of Tennessee and Missouri, a sworn ite mi zed statement showing the actual original cost of constructing the bridge and its approaches, the actual cost of acquiring any interest in real property Examination by See . therefor, and the actual financing and promotion costs . The retary of War . S ecreta ry of War may, and upon request of th e hig hway d epart ment of either of such States s hall, at any tim e within three y ears aft er the completion of such bridge, investigate such costs and determine the accuracy and the reasonableness of the costs alleged in the statement of costs so filed, and shall make a finding of the actual and reasonable costs of constructing, financing, and promoting such bridge; for the purpose of such investigation the said J . T . Burnett, his heirs, legal representatives, and assigns, shall make available all of his records in connection with the construction, financing, and p romoti on th ereof . conclusive . reasonable costs of the construction, financing, and promotion of th e bridge shall b e conclu sive for the pur poses me ntioned in secti on 4 of this Act, subject only to review in a court of equity for fraud or gross mistake .
Ri ght to sell, etc, SEC . 7. The right to sell, assign, transfer, and mortgage all the conferred . rights, powers, and privileges conferred by this Act is hereby granted to J. T. Burnett, his heirs, legal representatives, and assigns, and an y cor porat ion to whic h, or any p erson to whom such rights, po wers, an d privil eges may be sold, assign ed, or t ransferr ed, or w ho shall acquire the sa me by mortgage foreclosure or otherwise, is hereby auth orize d and empow ered t o exe rcise the same as fully as though conferred herein directly upon such corporation or person .
