605 of (1) the actual cost of constructing such bridge and its approaches, less a reasonable deduction for actual depreciation in value ; (2) the actual cost of acquiring such interests in real property ; (3) actual financi ng and promo tion c ost, n ot to exceed 10 per centu m of t he sum of the cost of constructing the bridge and its approaches and acquir- ing such interests in real property ; and (4) actual expenditures for necessary improvements . SEC . 4 . If such bridge shall at any time be taken over or acquired etT °oi per nd er State, by the State of Illinois or by any municipality or other political subdivision or public agency thereof, under the provisions of section 3 of this Act and if tolls are charged for the use thereof, the rates hates applied to op- b

oration, sinking fund, of toll shall be so adjusted as to provide a fund sufficient to pay for etc • the reaso nable cost of maint ainin g, r epair ing, and opera ting the bridge and its approaches under economical management, and to provid e a si nking fund s uffici ent to amorti ze the amoun t paid there - for, including reasonable interest and financing cost, as soon as possible under reasonable charges, but within a period of not to exceed twenty y ears from the date of acquiring the same . After Maintenance as free bridge, etc., after auror- a sinking fund sufficient for such amortization shall have been so tiling costs . provided, such bridge shall thereafter be maintained and operated free of tolls, or the rates of toll shall thereafter be so adjusted as to provide a fund of not to exceed the amount necessary for the proper maintenance, repair, and operation. of the bridge and its approaches under economical management . An accurate record of the amount turesand ro f x ts pendi- paid for acquiring the bridge and its approaches, the actual expendi- tures for ma intain ing, r epairi ng, an d opera ting t he sam e, and of th e daily tolls collected, shall be kept and shall be available for the information of all persons interested . SEC . 5 . If such bridge is constructed as a combined railroad bridge Right of way for free

passage ov er highway for the passage of railway trains or street cars, and a highway bridge . bridge for the passage of pedestrians, animals, and vehicles, then the right of purchase and condemnation conferred by this Act shall apply to a right of way thereover for the passage without cost of pers ons, anim als, and vehic les a dapte d to trav el on pub lic h igh- ways ; and if the right of purchase or condemnation shall be exer- compensa tionforac- cised as to such right of way over the bridge, then the measure Q11`r`ng, of damages or compensation to be allowed or paid for such right of way shall be a sum equal to the difference between the actual fair cash value of such bridge determined in accordance with the provi- sions of section 3 of this Act, and what its actual fair cash value so determined would have been if such bridge had been constructed as a railroad bridge only . The Secretary of War Examination by Sec . may, and at the request of the highway department of the State of rotar y of War. Illinois shall, at any time within three years after the completion of such bridge, investigate such costs and determine the accuracy and the reaso nableness of the c osts alle ged in t he statem ent of co sts so fi led, and shall make a findi ng of the ac tual an d reas onable costs of co n- struction, financing, and promoting such bridge .
