L . McKee, his heirs, legal representatives, and assigns, shall make avail- able a ll of h is rec ords in connec tion w ith the constr uction , finan cing, and promotion thereof. The findings of the Secretary of War as to Find ings of S ecret ary the reasonable costs of the construction, financing, and promotion of conclusive. the bridge shall be conclusive for the purposes mentioned in section 4 of this Act, subject only to review in a court of equity for fraud or gross mistake. SE C. 7 . The right to sell, assign, transfer, and mortgage all the coR'ight to sell, etc ., rights, powers, and privileges conferred by this Act is hereby gr an t ed to H . L . McKe e, his heirs, legal represe ntativ es, and assign s, and any corporation to which or any person to whom such rights, powers, and privileges may be sold, assigned, or transferred, or who shall acquire the same by mortgage foreclosure or otherwise, is hereby authorized and empowered to exercise the same as fully as though conferred herein directly upon such corporation or person .

The duration of propert y. such right of way shall terminate with the termination of the franchise granted by this Act for the construction of the bridge and shall attach to and become a part of such bridge, and shall pass with the same in any transfer thereof .
