Be it enacted by the Senate and House o f Representatives o f the Bear Creek . United States of America in Congress assembled, That in order to Elmer J . Cook may bridge at Level Point, promote interstate commerce, improve the postal service, and provide Md . for military and other purposes, Elmer J . Cook, his heirs, legal representatives, and assigns, be, and is hereby, authorized to construct, maintai n, and operat e a bridge and approaches t hereto across Bear Creek, at a point suitable to the interests of navigation, at or near Lovel Point, Baltimore County, Maryland, in accordance with the Construction . 34, p 84. rovisions of the Act entitled "An Act to regulate the construction of bridges over navigable waters," approved March 23, 1906, and subject to the conditions and limitations contained in this Act .

SEC . 3 . If such bridge shall at any time be taken over or acquired etT°o lls peru nodn er st ate, by any municipality or other political subdivision or subdivisions of the State of Maryland under the provisions of section 2 of this Act, and if tolls are charged for the use thereof, the rates of toll shall be Rt es ap pli ed fu op - so adjusted as to provide a fund sufficient to pay for the cost of etc . maintaining, repairing, and operating the bridge and its approaches, and to provide a sinking fund sufficient to amortize the amount paid for such bridge and its approaches as soon as possible under reason- able charges, but within a period of not to exceed twenty years from
