895 FOREST SERVICE Acquisition of additional forest lands : For an additional amount for the acquisition of lands at the headwaters of navigable streams, to be expended under the provisions of the Act of March 1, 1911, as amended, fiscal year 1929, $1,000,000 . BUREAU OF BIOLOGICAL SURVEY Bear River migratory-bird refuge : To enable the Secretary of Agriculture to carry into effect the provisions of the Act entitled "An Act to establish the Bear River mig rat ory -b ird re fug e," approved April 23, 1928, fiscal years 1928 and 1929, $200,000, of which amount not to exceed $4,500 may be expended for personal services in the District of Columbia : Provided, That the Secretary of Agriculture may incur obligations and enter into contracts for the acquisition of lands to an amount which inclusive of amounts that may be expended hereunder, shall not exceed a total of $50,000 and such contracts shall be deemed contractual obligations of the Federal Gove rnme nt .
