989 For the use of water for domestic purposes through unmetered services, $9 .85 per annum for all tenements two stories high, or less, with a front width of sixteen feet, or less ; for each additional front foot or fraction thereof greater than one-half, 62 cents ; and for each additional story or part thereof, one-third of the charges as computed above . For business places that are not required to install meters under existing regulations, the present rates to be Metered service. increased by 40 per centum per annum . For the use of water throu gh met ered s ervic es, a minimu m char ge of $8 .75 per annum for seven thousand five hundred cubic feet of water, and 7 cents per one hundred cubic feet for water used in excess of that quantity . For water for building construction purposes when not supplied through a meter, 6 cents per one thousand brick and 3 cents per cubic yard of concrete, with a minimum charge of $1 for each separate building project . All water required for purposes which are not covered by the foregoing classifications shall be paid for at such rates as may be fixed by the Commissioners of the District of ~ 1C0 construction , Columbia : Provided, That the rate of assessment for laying or con- etc . strutting water mains in the District of Columbia under the provi- sions of the A ct entitled " An Act author izing the layi ng of water mains and serv ice sewers in the District of Columbia, the levying v01 .33,p .z44,a-eua . of assessments therefor, and for other purposes," approved April ed. 22, 1904 (33 Stat ., p . 244), is hereby increased from $2 to $3 per Vol.44,p .850. linear front foot for any water main laid during the fiscal year 19 31 and ther eaft er .

Cons truc tion work , S Ec. 2 . That the services of draftsmen, assistant engineers, etc ., und er c ommis - levelers, transitmen, rodmen, chainmen, computers, copyists, over- sinners . seers, and inspectors temporarily required in connection with sewer street, street-cleaning, or road work, or construction and repair oi buildings and bridges, or any general or special engineering or con- struction work authorized by appropriations may be employed exclusively to carry into effect said appropriations when specifically and in writing ordered by the commissioners, and all such necessary expenditures for the proper execution of said work shall be paid from and equitably charged against the sums appropriated for said work ; and the commissioners in their Budget estimates shall report the num- ber of such employees performing such services, and their work, and provisos . the sums paid to each, and out of what appropriation

That the expenditures hereunder shall not exceed $30,000 during the Employmen t period fiscal year 1931 : Provided further, Tha t, e xclu ding fiv e in spec tors limited . in the sewer department no person shall be employed in pursuance of the authority contained in this paragraph for a longer period than nine months in the aggregate during the fiscal year .

Temporary laborers, The commissioners are further authorized to employ temporarily mechanics, etc . such laborers, skilled laborers, drivers, hostlers, and mechanics as may be requi red exclusive ly in connect ion with sewer , street, and road work, a nd street cle aning, or the construction and repair of buildings and bridges, furniture and equipments, and any general or special engineering or construction or repair work, and to incur all necessary engineering and other expenses, exclusive of personal services, incidental to carrying on such work and necessary for the proper execution thereof, said laborers, skilled laborers, drivers, hostlers, and mechanics to be employed to perform such work as may not be required by law to be done under contract, and to pay for such services and expenses from the appropriations under which such services are rendered and expenses incurred .
