Be it enacted b y the Senate and House of Representatives of the United States o f America in Congress assembled, Th at the Act Memo sire Roosevelt approved June 2, 1930 (Public, Numbered 296, Seventy-first Con- Ante, p . 490, amend- gress), be amended to read as follows :
