CHAP . 2 66 .-An Act Authoriz ing the sale of surp lus power developed under the Grand Valley reclamation project, Colorado . Be it enacted by the Senate and House o f Representatives o f the United States o f America in Congress assembled, That whenever a development of power is necessary for the irrigation of lands under the Grand Valley reclamation project, Colorado, or an opportunity is afforded for the development of power under said project, such development of power to be without expenditure of money from the reclamation fund or from the Treasury of the United States, the Grand Valley Water Users' Association, with the approval of the Secretary of the Interior, is authorized to enter into a contract or contracts for a period of not exceeding twenty-five years for the sale or development of any surplus power or power privileges in said Grand Valley reclamation project, Colorado . Approved, February 21, 1931 . CHAP . 267 .-An Act To reserve certain lands on the public domain in Arizona for the use and benefit of the Papago Indians, and for other purposes . Be it enacted by the Senate and House of Representativ es of the United States of America in Congress assembled, That all vacant, unreserved, and undisposed of public lands within townships 11, 12, and 13 south, range 1 east ; townships 11 and 12 south, range 2 east ; township 11 south, range 3 east ; township 11 south, range 4 east ; townships 11 and 12 south, range 5 east ; townships 12 and 13 south, range 1 west ; townships 12, 13, and 14 south, range 2 west ; townships 13 and 14 south, range 3 west ; and townships 14 south, range 4 west ; towns hips 12 , 13, 14, 15, and 16 south, range 7 east ; townships 14, 15, and 16 south, range 6 east ; and townships 14 and 15 south, range 8 east, of the Gila and Salt River meridian, in Arizona, be, and they are, exclusive of a tribal right to the minerals therein, hereby reserved for the use and occupancy of the Papago Indians as an addition to the Papao-o Indian Reser vation, Arizo na, whenever a ll privately owned lands except mining claims within said addition have been purchased and acquired as hereinafter a uthorized : Pro- vided, That all valid rights and claims which have attached to the lands pri or to approval hereof shall not be affec ted by this Ac t Provided further, That lands acquired hereunder shall remain tribal lands and shall not be subject to al lotment to in dividual India ns under the General Allotment Act : And provided further, That all such lands shall be subject to disposition under the mining laws as provided in the Executi ve order of F ebruary 1, 19 17, creating t he Pa ago Indian Reservation . SEC . 2 . The re is hereby authorized to be appropriat ed, from any funds in the Treasury of the United States not otherwise appro- priated, the sum of $165,000, or so much thereof as may be necessary, to be used by the Secretary of the Interior in his discretion in the purchase and acquiring of title to cer tain privately owned lands, improvements, and equipment located within the area described in section 1 hereof ; and also in sect ions 25, 35, and 3 6, tow nships 17 south, range 4 east, of the Gila and Salt River Meridian, in Arizona, no part of said amount to be available unless all the privately owned lands except mining claims within said addition shall be acquired for not more than said amount together with the $9,500 authorized to be appropriated to purchase lands for an addition to the Papago Indian Reservation, Arizona, by the Act of June 28, 1926 (44 Stat .
