C ., Supp . III, title 16, sec . 581e), $2,585,200, of which not to exceed $800 may be expended for the contribution of the United States to the cost of the office of the secretariat of the International Meteoro- logical Committee, not to exceed $30,000 which shall be immediately available for the construction of a building and suitable facilities to replace the existing Weather Bureau building and facilities at Tatoosh Island, Washington, including the employment of architec- tural services by contract or otherwise, and not to exceed $10,000 may be expende d for the maintenance of a pr inting office in the city of Washington for the printing of weather maps, bulletins, circulars, forms, and other publications : Provided, That no printing shall be don e by the Weather Bureau t hat can be done a t the Go vernment Printing Office without impairing the service of said bureau . For investigations, observations, and reports, forecasts, warnings, and advices for the protection of horticultural interests, $65,500 . For the maint enance of sta tions, for o bserving, mea suring, and investigating atmospheric phenomena, including salaries and other expenses, in the city of Washington and elsewhere, $1,709,340 . Total, Weather Bureau, $4,497,720, of which amount not to exceed $540,940 may be expended for personal services in the District of Columbia . BUREAU OF ANIMAL INDUSTRY SALARIES AND GENERAL EXPENSES For carr ying out the prov isions o f the Ac t approve d May 29 , 1884 (U . S . C ., title 7, sec. 391 ; title 21, sets . 112-119, 130), estab- lishing a Bureau of Animal Industry, and the provisions of the Act approved March 3, 1891 (U . S . C ., title 45, sees . 75, 76), providing for the safe transport and humane treatment of export cattle from the United States to foreign countries, and for other purposes ; the Act approved August 30, 1890 (U . S . C ., title 21, sees . 101-105), provi ding for the importation o f animals in to the United States, and for other purposes ; and the provisions of the Act approved February 2, 1903 (U. S . C ., title 21, sees . 111-113, 120-122), to enable the Secretary of Agriculture to more effectually suppress and prevent the spread of contagious and infectious diseases of livestock, an d f or othe r p urpo ses ; and also the pro visions of the Act approved March 3, 1905 (U . S . C ., title 21, sees . 123-128), to enable the Secretary of Agriculture to establish and maintain quarantine dis- tricts, to permit and regulate the movement of cattle and other live- stock therefrom, and for other purposes ; and for carrying out the provisions of the Act of June 29, 1906 (U . S . C ., title 45, sees . 71-74), entitled "An Act to prevent cruelty to animals -while in transit by railroad or other means of transportation "; and for carrying out the provisions of the Act approved March 4, 1913 (U . S . C ., title 21, sees . 151-158), regulating the preparation, sale, barter, exchange, or shipment of any virus, serum, toxin, or analogous products manu- factured in the United States and the importation of such products intended for use in the treatment of domestic animals ; and for carrying out the provisions of the Packers and Stockyards Act, approved August 15, 1921 (U . S .
