For enforcement of foreign plant quarantines and to prevent the movem ent of cotton and co tton seed fro m Mexico in to the United States, includin g the re gulation of the entry int o the Un ited Sta tes of railway cars and other vehicles, and freight, express, baggage, or other materials from Mexico, and the inspection, cleaning, and disin- fection thereof, including construction and repair of necessary build- ings, plants, and equipment, for the fumigation, disinfection, or cleaning of products, railway cars, or other vehicles entering the United States from Mexico, $799,130, of which $35,000 shall b e immediately available : Provided, That any mon eys rece ived in a
