SEC . 3 . The pe rmanen t annu al ap propri ations prov ided f or in section 3 of said Act of May 8, 1914, and of Acts supplementary thereto are hereby authorized to be increased by an amount necessary to c arry out the pro visi ons of t his Act, but wit hout dim inis hing or increasing the amount to which any State or the Territory of Hawaii is entitled under the provisions of said Act of May 8, 1914, and of Acts supplementary thereto : Provided, That for the fiscal year 1933 the total amount available to the Territory of Porto Rico under the terms of the Acct of May 8, 1914, shall be $50,000, this amount to be increased by $10,000 annually, or such part thereof as may be necessary, until the total to which Porto Rico is entitled under the provisions of this Act is reached . Participation in other Federal appropriations for cooperative extension work, including those authorized by the Act of May 22, 1928, shall be at such times and in such amount s as shall be est imated by t he Sec retary of Agriculture an d appropriate d by the Cong ress . Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the sum of $50,000 is . authorized to be appropriated, out of any money in the Treas ury no t othe rwise appro priate d, as a con tribut ion by the United States, for the expenses and entertainment while in the United States of delegates and members participating in the Four- teenth Annual Convention of the French Veterans of the World War, to be held in the District of Columbia in September, 1932, during the celebration of the two hundredth anniversary of the birth of Ge orge W ashing ton, and in honor of th e bir thday of Gen eral Lafayette . Such sum shall be expended by the national treasurer of the American Legion under such rules and regulations as the Secretary of State may prescribe .
