Be it enacted by the Senate and House o f Representatives of the United States o f America in Congress assembled, That in carrying into effect the provisions of that portion of the Act approved Feb- ruary 28, 1929 (Forty-fifth Statutes, page 1378), providing for the contr uctio n of appro aches and surro undin gs, t ogeth er wi th th e nec - essary adjacent roadways, to the Tomb of the Unknown Soldier, in the Arl ingt on Nati onal Ce mete ry, Vir gin ia, the Sec reta ry of W ar is authorized to do all the things necessary to accomplish this pur- pose, by c ontra ct or othe rwise , wit h or witho ut ad verti sing, unde r such conditions as he may prescribe, including the engagement, by contract , of ser vices of such arc hitects, sculptor s, artis ts, or fi rms or pa rtner ships ther eof, and o ther techn ical and p rofes siona l per - sonnel as he may deem necessary without regard to civil-service requirements and restrictions of law governing the employment and compensation of employees of the United States : Provided, That the plans for the approaches and surroundings, together with those for the necessary adjacent roadways, to the Tomb of the Unknown Soldier, shall be approved by the Arlington Cemetery Commission, the American Battle Monuments Commission, and the Fine Arts Commission . [Public, No . 254 .1 Be it enacted b y the Senate and House o f Representatives o f the United States o f America in Congress assembled, That the bridge const ructe d acr oss S aint Johns Rive r two and one-h alf m iles south - erly of Green Cove Springs, Florida, is hereby declared to be a law- ful structure, and the consent of Congress is hereby granted to the Saint Augustine-Green Cove Springs Bridge Company, its successors and assigns, to maintain and operate said bridge in accordance with the provisions of the Act entitled "An Act to regulate the construc- tion of bridges over navigable waters," approved March 23, 1906 .
