Reserves, but available supplies and existing facilities at military posts shall be utilized to the fullest extent possible . g No portion of the appropriation shall be expended for the pay of a r es e r v e of ficer on ac tive duty for a l onger period than fifteen days, except such as may be detailed for duty with the War Department General Staff under section 3a and section 5 (b) of the Army Reor- anization Act approved June 4, 1920 (U . b . C., title 10, sets . 26, 37), or who may be detailed for courses of instruction at the general or special service schools of the Army, or who may be detailed for duty as instructors at civilian military training camps, appropriated for in this Act, or who may be detailed for duty with tactical units of the Air Cor ps, as provided i n section 37a of the Army Reorganiz a- tion Act approved June 4, 1920 (U . S. C ., title 10, sec . 369) : Provided, That the pay and allowances of such additional officers and nurses of the Me dical Reserve Corps as are require d to su ppleme nt the like officers and nurses of the Regular Army in the care of beneficiaries of the Un ited S tates V eterans ' Burea u treat ed in A rmy ho spitals may be paid from the funds allotted to the War Department by that bureau under existing law . CITIZENS' MIL ITA RY TRA INI NG For the procurement, maintenance, and issue, under such regula- tions as may be prescribed by the Secretary of War, to institutions at which one or mor e units of the Re serve Officers' T raining Corps are maintained, of such public animals, means of transportation, sup- plies, tentage, equipment, and uniforms as he may deem necessary, including cleaning and laundering of uniforms and clothing at camps ; and to forage, at the expense of the United States, public animals so issued, and to pay commutation in lieu of uniforms at a rate to be fixed annually by the Secretary of War ; for transport- ing said animals and other authorized supplies and equipment from place of issue to the several institutions and training camps and return of same to place of issue when necessary ; for purchase of training manuals, including Government publications and blank forms ; for the establishment and maintenance of camps for the further practical instruction of the members of the Reserve Officers' Training Corps, and for transporting members of such corps to and from such camps, and to subsist them while traveling to and from such camps and while remaining therein so far as appropria- tions will permit or, in lieu of transporting them to and from such camps and subsisting them while en route, to pay them travel allow- ance at the rate of 5 cents per mile for the distance by the shortest usu ally traveled route from the places fr om which they are authorized to proceed to the camp and for the return travel thereto, and to pay the return travel pay in advance of the actual perform- ance of the travel ; for expenses incident to the use, including upkeep and depreciation costs, of supplies, equipment, and materiel fur . nished in accordance with law from stocks under the control of the War Department ; for pay for students attending advanced camps at the rate prescribed for soldiers of the seventh grade of the Regu- lar Army ; for the payment of commutation of subsistence to mem- bers of the senior division of the Reserve Officers' Training Corps, at a rate not exceeding the cost of the garrison ration prescribed for the Army, as authorized in the Act approved June 3, 1916, as amended by the Act approved June 4, 1920 (U . S . C ., title 10, sec . 387) ; for medical and hospital treatment until return to their homes and furthe r medic al trea tment after a rrival at thei r homes , sub-
