Reservation of the Delegation of the United States of America The delegation of the United States of America signs the present convention making express reservation to Article 3 of the same, which refers to military service of foreigners in case of war. AND WHEREAS, the said Convention, with the exception of Articles 3 and 4 thereof, has been duly ratified on the part of the United States of America and the instrument of ratification by the United States of America was deposited with the Pan Ameri.can Union on May 21, 1930; AND WHEREAS, the said Convention has been ratified also by the Governments of Panama, Brazil and Nicaragua, and the instru- ments of ratification of the said Governments were deposited with the Pan American Union on May 21, 1929, SeptE:mber 3, 1929, and March 20, 1930, respectively; NOW, THEREFORE, be it known that I, Herbert Hoover, President of the United States of America, have caused the said Con- vention to be made public, to the end that the same and every article and clause thereof, with the exception of Articles 3 and 4, may be observed and fulfilled with good faith by the United States of Amer- ica and the citizens thereof.
