PARCEL POST CONVENTION between THE UNITED STATES OF AMERICA AND THE REPUBLIC OF CUBA For the purpose of concluding arrangements for the exchange of parcel post packages between the United States of America (in- cluding Alaska, Hawaii, Porto Rico, Guam, Samoa, and the Virgin Islands of the United States) and the Republic of Cuba, the under- signed, Walter F. Brown, Postmaster General of the United States of America, and Jose A. Montalvo, Director of Posts, and duly ap- pointed envoy of the Republic of Cuba for the purpose of negotiating and signing a parcel post convention, by virtue of authority vested in them, have agreed upon the following Articles: ARTICLE I 1.
