BY THE PRESIDENT OF THE UNITED STATES OF AMERICA A PROCLil1ATION WHEREAS a Treaty of Arbitration between the United States of ArbitrationwithPor America and the Republic of Portugal was concluded and signed by tUTarmstroBot (talk)ble. their respective Plenipotentiaries at Washington on the first day of March, one thousand nine hundred and twenty-nine, the original of which Treaty, being in the En~lish and Portuguese languages, is word for word as follows: The Government of the United 0 Governo dos Estados Unidos Contracting Powers States of America and the Gov- da America e 0 Governo da Re- ernment of the Republic of Por- publica Portuguesa tugal Determined to prevent so far as in their power lies any interrup- tion in the peaceful relations that have always existed between the two nations; Desirous of reaffirming their adherence to the policy of sub- mitting to impartial decision all justiciable controversies that may arise between them; and Eager by their example not only to demonstrate their con- demnation of war as an instru- ment of national policy in their mutual relations, but also to has- ten the time when the perfection of international arrangements for the pacific settlement of interna- tional disputes shall have elimi- nated forever the possibility of war among any of the Powers of the world; Have decided to conclude a new treaty of arbitration enlarging the scope and obligations of the arbi- tration convention signed at Washington on April 6, 1908, which expired by limitation on November 14, 1928, and for that purpose they have authorized the undersigned to conclude the fol- lowing Articles: Resolvidos a evitar quanto d'elles dependa qualquer quebra nas rela~oes pacifieas que sempre tern subsistido entre os dois pruses; Desejosos de affirmar mais urna vez a sua adhe~ao a politica de submetter a julgamento imparcial todas as questoes susceptiveis de decisoes judiciaes, que entre elIes possam surgir; Empenhados nao s6 em teste- munhar, pelo seu exemplo, a sua condemna~ao da guerra como ins- trurnento de sua politica nacio- nal nas suas mutuas rela~oes, mas tambem de apressar 0 mo- mento em que 0 aperfei~oamento dos accordos internacionaes para a solu~ao pacifica de litigios inter- nacionaes tenha para todo 0 sempre eliminado a possibilidade de guerra entre as na~oes do mundo; Decidiram concluir urn novo tratado de arbitragem ampliando o alcance e as obriga~oes da con- ven~ao de arbitragem assignada em Washington em 6 de Abril de 1908, que, segundo foi conVtn- ciona.do, expirou em 14 de No- vembro de 1928, e autorisaram os abaixo assignados a firmar as seguintes disposiCioes: Purpose declared.
