Be it enacted by the Senate and house of Representatives of the United States o f America in Congress assembled, That the consent of 'T on a alie aRiver. Congress is hereby granted to the county of Fayette, Pennsylvania, tlec, Pa, ma y bridge wt or its b oard o f coun ty com missio ners, their s uccess ors or assig ns, Fayette city . and/or to the count y of W ashing ton, P ennsylv ania, or its board of county commissioners, their successors or assigns, to construct, main- tain, and operate a bridge and approaches thereto across the Dlonon- gahela River, at a point suitable to the interests of navigation, at or vof34,ptis}: near Fa yette City, Pennsy lvania , in a ccordan ce wit h the provis ions of an Act entitled "An Act to regulate the construction of bridges over navigable waters," approved March 23, 1906, and subject to the condition s and lim itations contained in this Act . SEC . 2 . If tolls are charged for the use of such bridge, the rates of Toll s ad juste dtop ro- c

vita for ma intenance, toll shall be so adjusted as to provide a fund sufficient to pay the sinking fund, etc • reasonable cost of maintaining, repairing, and operating the bridge and its approaches under economical management, and to provide a sinking fund suffic ient t o amor tize t he cost of th e brid ge and its approache s, includ ing reaso nable int erest and financin g cost, a s soon as possible under reasonable charges, but within a period of not to exceed twenty years from the completion thereof . After a sinking Free bri dge there . fund sufficient for such amortization shall have been so provided, after' such bridge shall thereafter be maintained and operated free of tolls, or the rates o f toll shall the reafter be so ad justed as to pro vide a fund of not to exceed the amount necessary for the proper maintenance, Maintenance costs . repair, and operation of the bridge and its approaches under econom- ical management . An accurate record of the costs of the bridge and Record of ecpendi- its approaches, the expenditures for maintaining, repairing, and tur esand rete ipts . operating the same, and of the daily tolls collected, shall be kept and shall be available for the information of all persons interested . Pennsylvania, or its board of county cominissioners, their successors and assigns, and/or the county of Washington, Pennsylvania, or its board of county commissioners, their successor s and ass igns, and any publ ic agency or corpo ration to which or any person to whom such rights, powers, and privileges may be sold, assigned, or transferred, or who shall acquire the same by mortgage foreclosure or otherwise, is hereby authorized and empow- ered to exercise the same as fully as though conferred herein directly upon such corporation or person .
