For all necessary expenses in the investigation of fruits, fruit trees, grain, cotton, tobacco, vegetables, grasses, forage, drug, medicinal, poi sonous, fiber, a nd other plants and plant indust ries in cooperation with other branches of the department, the State experi- ment stations, and practical farmers, and for the erection of neces- sary farm buildings : Provided, That the cost of any building erected shall not exceed $1,500 ; for field and station expenses, including fence s, dr ains, and o ther farm improvements ; for repairs in the District of Columbia and elsewhere ; for rent outside of the District of Co lum bi a ; and for the employme nt of all invest igators, local a nd special agents, agricultural explorers, experts, clerks, illustrators, assistants, an d all labor and other necessary expenses in the city of Washington and elsewhere required for the investigations, experi- ments, and demo nstratio ns herei n author ized as follows General administrative expenses : For necessary expenses for gen- eral administr ative purposes, including the sa lary of chief of bureau and other personal services in the District of Columbia, $193,639 . Arlington Farm : For continuing the necessary improvements to establish and maintain a general experiment farm and agricultural station on the Arlington estate, in the State of Virginia, in accordance with the provisions of the Act of Congress approved April 18, 1900 (31 Stat., pp . 135, 136), $51,545 : Provided, That the limitations in this Act as to the cost of farm buildings shall not apply to this parag raph . Bar berry er adicatio n : For the eradication of the common barberry and for applyin g such o ther met hods of eradicat ion and control of cereal rusts as in the judgment of the Secretary of Agriculture may be necessary, including the payment of such expenses and the employ- ment of such persons and means, in the city of Washington and else- where, and coope ration with such authorities of the States concer ned, organizations of growers, or individuals, as he may deem necessary to accomplish such purposes, $180,722 : Provided, That $75,000 of this amount shall be available for expenditure only when an equal amount shall have been appropriated, subscribed or contributed by States, counties, or local authorities, or by individuals or organiza- tions for the accomplishment of such purposes : Provided further, That no part of the money herein appropriated shall be used to pay the cost or value of property injured or destroyed .
