To enable the Secretary of Agriculture to experiment and to make and con tinue in vestigati ons and report o n forest ry, nati onal for ests, forest fires, and lumbering, but no part of this appropriation shall Restricted to united be used for any experiment or test made outside the jurisdiction of states. the United States ; to adv ise the owne rs of w oodl ands as to the proper care of the same ; to investigate and test American timber and timber trees and their uses, and methods for the preservative treatment of timber ; to seek, through investigations and the planting of native and foreign species, suitable trees for the treeless regions ; to erect necessary buildings : Provided, That the cost of any building purchased, erected, or as improved, exclusive of the cost of con- structing a water supply or sanitary system and of connecting the same with any such building, and exclusive of the cost of any tower upon which a lookout house may be erected, shall not exceed $2,500 ; to pay all expenses necessary to protect, administer, and improve the national forests, including tree planting in the forest reserves t o prevent erosion, drift , surface wash, and soil waste and the Proviso. Rubber, fiber, and other tropical plants : For in vestigat ion of cr ops introduced from tropical regions, and for the improvement of rubber, abaca, and oth er fiber plants by cultu ral metho ds, bree ding, ac clima- tization, adaptation, and selection, and for investigation of their diseases, and for determining the feasibility of increasing the pro- duction of hard fibers outside of the continental United States, $69,474 . Seed investigations : For studying and testing commercial seeds, including the testing of samples of seeds of grasses, clover, or alfalfa, and lawn-grass seeds secured in the open mark et, and where such samples are found to be adulterated or misbranded the results of the tests shall be published, together with the names of the persons by whom the seeds were offered for sale, and for carrying out the pro- visions of the Act approved August 24, 1912 (U. S. C., title 7, sees. 111-114), entitled "A n Act to regulate foreig n commerce by pro- hibiting the admission into the United States of certain adulterated grain and seeds unfit for seeding purposes," $70,648 : Provided, That not to exceed $250 of this amount may be used for meeting the share of the United States in the expenses of the International Seed Test- ing Congress in carrying out plans for correlating the work of the vario us ad hering gove rnmen ts on probl ems r elati ng to seed analy sis or other subjects which the congress may determine to be necessary in the interest of international seed trade . Sugar-plant investigations : For sugar-plant investigations, includ- ing stu dies of diseases and the improvem ent of s ugar bee ts and s ugar- beet seed, $340,000 . Tobacco investigations : For the investigation and improvement of tobacco and the methods of tobacco production and handling, $80,000. Western irrigation agriculture : For investigations in connection with western irrigation agriculture, the utilization of lands reclaimed under the Reclamation Act, and other areas in the arid and semiarid regions, $130,000 . Total, Bureau of Plant Industry, $4,496,155, of which amount not to exceed $1,511,042 may be expended for personal services in the District of Columbia and not to exceed $13,200 shall be available for the purchase of motor-propelled and horse-drawn passenger-carrying vehicles necessary in the conduct of field work outside the District of Columbia.
