The services of skilled draftsmen and such other technical services as the Secretary of the Treasury may deem necessary may be employed only m the office of the Coast Guard in connection with the construction and repair of Coast Guard vessels and boats, to be paid from the appropriation " Repairs to Coast Guard vessels " : Provided, That the expenditures on this account for the fiscal year 1934 shall not exceed $11,100 . A statement of the persons employed hereunder, their duties, and the compensation paid to each shall be made to Congress each year in the Budget .
