(b) If the head of a department, bureau, agency, or independent ~g~~mtpl yecc , fau- establishment which has made any contract containing the provision required by subsection (a) finds that in the performance of su ch contract there has been a failure to comply with such provisions, he shall make public his findings, including therein the name of the contractor obligated under such contract, and no other contract for the c onstr uction , alt erati on, o r repa ir of any public buil ding or public work in the United States or elsewhere shall be awarded to such contractor, subcontractors, material men, or suppliers with which s uch cont ractor is associa ted or a ffiliate d, withi n a peri od of three years after such finding is made public . Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not other- wise appropriated, for the Navy Department and the naval service for the fiscal year ending June 30, 1934, namely Navy Department- and nav al servi ce ap- propriations, fiscal year 1934 . NA VAL ESTABLISHMENT OFFICE OF THE SECRETARY MISCELLANEOUS EXPENSES For traveling expenses of civilian employees, including not to

For $1,500 for the expenses of attendance, at home and abroad, upon meetings of technical, professional, scientific, and other similar organizations when, in the judgment of the Secretary of the Navy, such atten dance would be o f ben efit i n the cond uct of the work of the Navy Department ; not to exceed $2,000 for the part-time or intermittent employment in the District of Columbia or elsewhere of such experts and at such rates of compensation as may be contracted for by and in the discretion of the Secretary of the Navy ; expenses courts-martial, etc, of courts-martial, purchase of law and reference books, expenses of prisoners and prisons, courts of inquiry, boards of investigation, examining boards, clerical assistance ; witnesses' fees and traveling expenses ; not to exceed $15,000 for promoting accident prevention and s afety in sh ore e stabl ishme nts of the Navy, to be expe nded in 3051•-33--66 Naval Establish- ment .
