1561 If at a ny time after the expirat ion of t hirty ye ars afte r the co mple- only ntoyi ce s dn'e e ct tion of such bridge the same is acquired by condemnation or expro- etc., for construction, priation, the amount of damages or compensation to be allowed etc . shall not include good will, going value, or prospective revenues or profits, but shall be limited to the sum of (1) the actual cost of c onstruct ing such bridge and its approach es, less a reason able ded uc- tion for actual depreciation in value ; (2) the actual cost of acquir- ing such interests in real property ; (3) actual financing and promotion cost, not to exceed 10 per centum of the sum of the cost of constructing the bridge and its approaches and acquiring such interest in real property ; and (4'i actual expenditures for necessary improvements . (c) If such bridge shall at any time be taken over or acquired by etc oils un der state the State of Maryland, or by any municipality or other political subdivision or public agency thereof under the provisions of section 2 of this Act, and if tolls are thereafter charged for the use thereof, the rates of toll shall be so adjusted as to provide a fund sufficient era on stooo p t o pay fo r the re asonable cost of maintai ning, rep airing, and oper at- etc° ing the bridge and its a proaches un der economical management and to provide a sinking fund suff icient t o amortiz e the am ount pai d therefor, including reasonable interest and financing cost, as soon as possible under reasonable charges, but within a period ~of not to exceed thirty years from the date of acquiring the same . The Secre- re !Warn by eec , tary of War may, and at the request of the highway department of the State of Maryland shall, at any time within three years after the completion of such bridge, investigate such costs and determine the accuracy and the reasonableness of the costs alleged in the state- ment of costs so filed, and shall make a finding of the actual and reasonable costs of constructing, financing, and promoting such bridge ; for the purpose of such investigation the said Chesapeake xecoras to b e ,all , Bay B ridge Compa ny= i ts su ccess ors an d ass igns, shall make avai l- able. able al l of its records in conne ction wi th the f inancing and the con- structi on there of .
