Be it enacted b y the Senate and House of Representatives of the United States of America in Congress assembled, That se ction 202 (12) of the World War Veterans Act, 1924, as amended, is hereby further amend ed to read a s foll ows " SEC. 12 . Where the disabled person is a patient in a hospital, or where for any other reason the disabled person and his wife are not living together, or where the children are not in the custody of the dis abled person, the amount of th e compe nsatio n may be app or- tioned as may be prescribed by regulations . Retired pay payable under Public Act Numbered 506, Seventieth Congress, approved May 24, 1928, may be appo rtion ed in the same form and mann er as com- pensation is apportioned under the provisions of this section ." AN ACT To authorize the issuance of bonds by the Saint Thomas Harbor Board, Virgin Islands, for the acquisition or construction of a graving or dry dock . Be it enacted by the Senate and House of Representatives of the Unite d Sta tes o f Ame rica in Con gress asse mbled, That for the purpose of acquiring and installing or building a dry dock or graving dock in the harbor of Saint Thomas, Krum Bay, Virgin Islands, or in Gregerie Channel adjacent to such harbor, the Saint Thomas Harbor Board, a mu nicipa l inst itution, is a uthori zed, s ub- ject to the approval of the Secretary of the Interior, to issue regis- tered or coupon bonds in any sum not to exceed $150,000 . Su ch bonds shall be sold at not less than their par value with accrued interest, shall bear interest at a rate not to exceed 6 per centum per annum, and shall be payable from the treasury of said board in gold coin of the United States at such place or places as shall be designated by such board in the bonds . Such bonds shall be issued in serial f orm matur ing in su bstantial ly equal annual in stall- ments, th e first i nstallmen t to matu re not la ter than five year s from the date of the issue of such series, and the last installment not later than thirty years from the date of such issue, except that Approved, May 21, 1932 .
