JUNE 17,1932 . erans of the World War ; to cooperate with the United States Vet- erans' Administration and all other public and private agencies devo ted to the cause of improving and advancing the con diti on, health, and interests of wounded, injured, or disabled veterans of the W orld W ar ; to stim ulate a feeling of mutua l devoti on, helpf ul- ness, and comradeship among all wounded, injured, or disabled vet- erans of the World War ; and to encourage in all people that spirit of understanding which will guard against future wars . SEC . 4. That the corporation created by this,Act shall have the following powers : To have perpetual succession with power to sue and be sued in courts of law and equity ; to receive, hold, own, use, and dispose of such real estate and personal property as shall be necessary for its corporate purposes ; to adopt a corporate seal and alter the same at pleasure ; to adopt a constitution, by-laws, and regulations to carry out its purposes, not inconsistent with the laws of the United States or any State ; to use in carrying out the pur- poses of the corporation such emblems and badges as it may adopt ; to establish and• maintain offices for the conduct of its business

estab lish State and T errit orial organ izati ons a nd loc al ch apter or post organizations ; to publish a newspaper or other publications devoted to the purposes of the corporation ; and generally to do any and all such acts and things as may be necessary and proper in carryin g into e ffect the purpose s of the corpora tion . SEc. 5. That no person shall be a member of this corporation unless he- Any man or woman who was woun ded, gass ed, injur ed, or dis - abled in line of duty while in the service of either the military or naval forces of the U nited States between the dates of April 6, 1917, and July 2, 1921, and who was in the service between the dates of April 6, 1917, and November 11, 1918, and who received an hon- orable discharge is eligible for membership in the Disabled American Veterans . Others who were disabled while ser ving with any of the armed forces of the nations associated with the United States during the World War and who are now American citizens and were honorably discharged, are also eligible . There are no honorary members . SEC . 6. That the organization shall be nonpolitical, nonsectarian, as an organization shall not promote the candidacy of any persons seeking public office. SEc. 7. That said corporation may acquire any or all of the assets of the existing unincorporated national organization known as the Disabled American Veterans of the World War, upon discharging or satisfactorily providing for the payment and discharge of all its liabilities . SEC . 8. That said corporation and its State and local subdivisions shall h ave the sole and exclusiv e right to have and to u se in ca rrying out its purposes the name the "Disabled Veterans of the World War." SEC. 9 . That the said corporation shall= on or before the 1st day of January in each year, make and transmit to the Congress a report of its proceedings for the preceding calendar year, including a full and complete report o f its receipts and expen ditures : Provided, however, That said report shall not be printed as a public document . SEc. 10. That as a condition prec edent to the exercise of any power or p rivile ge he rein grant ed or confe rred the Di sable d Ame ri- can Veterans of the World War, shall file in the office of the secretary of each State in which posts, chapters, or subdivisions thereof may be organized the name and post-of ice address of an authorized agent 3051„-33--21 321 Co rpo rate pow ers .
