The plans and specifications for all buildings provided , for in this ePreparation ofplans, Act under appropriations administered by the Cmmissioners-of the District of Columbia shall be prepared under the supervision of the municipal architect, and those for school buildings after consulta- tion with the Board of Education, and shall be approved by the commissioners and shall be constructed in conformity thereto .
