To continue carrying out the provisions of the Act entitled "An Act to provide for the acquisition of a site and the construction thereon of a fireproof office building or buildings for the House of Repre senta tives ," a pprov ed Ja nuar y 10, 1929 (45 Stat ., p. 1071), inclu ding print ing and b indin g, t ravel ling expen ses heret ofore incurred in connection with such construction by authority of the commission in charge, and other miscellaneous _expenses, $406,000, to remain available until expended . Capitol power plant : For lighting, heating, and power for the Capitol, Senate and House Office Buildings, Supreme Court Build- ing, Congressional Library Buildings, and the grounds about the same, Botanic Garden, Capitol garages, folding and storage rooms of th e Sen ate, Gove rnmen t Pri ntin g Off ice, and W ashi ngton City post office ; personal and other services, engineering instruments, fuel, oil, materials, labor, advertising, and purchase of waterproof wear- ing apparel in connection with the maintenance and operation of the heating, lighting, and power plant, $325,000 . For the installation of duplicate steam lines to new buildings ; clean-water intake screens and auxiliaries and high-tension switching equipment, including all necessary work in connection with such installation, and for all labor, materials, travel expenses and sub- sistence therefor ; and without regard to section 35 of the Public 'Buildings Act, approved June 25, 1910, as amended, or the Classifi- cation Act of 192 3, as amen ded, for emplo yment of all n ecess ary personnel, including architectural, engineering ; and professional service s and other assist ants, and fo r all o ther e xpense s inci dent thereto, $125,000, to be immediately available . The appropriations under the control of the Architect of the Capi- tol may be expended without reference to section 4 of the Act approved June 17, 1910'(U . S . C ., title 41, sec . 7), concerning pur- chases for ex ecutiv e depa rtment s . The Government Printing Office and the Washington City post office shall reimburse the Capitol power plant for heat, light, and power furnished during the fiscal year 1933 and the amounts so reimbursed shall be covered into the Treasury . LIBRARY BUILDING AND GROUNDS Salaries : For chief engineer and all personal services at rates' of pay provided by law, $46,960 : Provided, That the Architect of the Capitol may _ continue the employment under his jurisdiction of Damo n W. Harding, but not beyond June 30, 1934, notwithstanding any provision of -the Act entitled " An Act for the retirement of elnployees in the classified civil service, and for other purposes," approved May 22, 1920, and any amendment thereof, prohibiting extensions of service for more than four years after the age of retirem ent. For trees, shrubs, plants, fertilizers, and skilled labor for the grounds of Library of Congress, $1,000 .
