OPERATION AND CONSERVATIO N OF THE NAV AL PET ROLEUM RESER VES To enable the S ecreta ry of the Na vy to carry o ut the provi sions contained in the Act approved June 4, 1920 (U . S . C ., title 34, sec . 524), requiring him to conserve, develop, use and operate the naval petroleum reserves, $80,000, of which amount not to exceed $15,000 shall be available for employees assigned to group IV (b) and those performing similar services carried under native and alien schedules in the Schedu le of Wages for Ci vil Em ployees in th e Fiel d Serv ice of the Navy Department and of which $5,000 shall be available exclusively for repairs to shut-in wells, Naval Petroleum, Reserve Num ber ed 3 : Provided, That out of any sums appropriated for naval purposes by this Act any portion thereof, not to exceed $10,000,000, shall be available to enable the Secretary of the Navy to protect Naval Petroleum Reserve Numbered 1, established by Executive order of September 2, 1912, pursuant to the Act of June 25, 1910 (U. S. C., title 43, sets. 141-143), by drilling wells and per- forming any work incident thereto, of which amount not to exceed $100,000 shall be available for employees assigned to Group IV (b) and those performing similar services carried under native and alien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Department : Provided further, That no part of the sum made available for the protection of this property shall be expended if a satisfactory agreement can be made with adjoining landowner s to not drill off set wells for the purpose o f produci ng oil .
