Island, including care of grounds, $100 000 ; services of a professor of international law, $2,000 ; services of civilian lecturers, rendered at the War College, $2,000 ; care and preservation of the library, including the purchase, binding, and repair of books of reference and periodicals, including subscriptions to newspapers, $5,000 ; 'for cont ingen cies of the ' president of the Naval 'War College, to be expended in his discretion, not exceeding $1,000 ; in all, 110,000 : Provided, That the sum to be paid out of this appropriation for employees assigned to group IV (b) and those performing similar services carried under native and alien schedules in the ' Schedule of Wages for Civil Employees in the Field Service of the Navy Department shall not exceed $73,000 .
