PUBLI C WORKS, BUREAU OF YARDS AND DOCKS To enabl e the Secr etary of the Navy to complete, provide, or continue the construction, by contract or otherwise, of the public works and public-utilities projects named in the Naval Appropri- ation Act, fiscal year 1932, including the naval lighter-than-air base near Sunnyvale, California, provided for in the Second Deficiency Act, fiscal year 1931, and within the limits of cost specified in those Acts ; and to construct or provide, by contract or otherwise, the following-named public works and public-utilities projects, ata limit of cost not to exceed the a mount stat ed fo r each proj ect enumerated, respectively, $2,490,000, of which not to exceed $150,000 shall be availab le for the emplo yment of classif ied personal serv ices in the Bureau of Yards and Docks and in the field service to be engaged upon such work and to be in addition to employees other- wis e pro vi ded for : Pr ovid ed, That the unexpended balances of the appropriation "Public works, Navy, emergency construction," and all other appropriations under the cognizance of the Bureau of Yards and Docks for publ ic wor ks (i nclud ing t he pur chase of land) ar e hereby transfe rred to and merg ed with t he appro priation Con tin gen t.
