437 BU REAU OF AER ONAU TIC S AVIATION, NAVY For aviation, as follows : For navigational, photographic, aero- eSpB~ated logi cal, rad io, and mis cell aneo us e quip ment , in clud ing repa irs thereto, for use with aircraft built or building on June 30, 1932, $9 4 9 ,0 0 0 ; for ma intenance , repair , and op eration of aircr aft fact ory, air stations, fleet air bases, fleet and all other aviation activities, accident prevention, testing laboratories, for overhauling of planes, and for the purchase for aviation purposes only of special clothing, wear ing appa rel, and special equipment, $13 ,435 ,520 , in clud ing $153, 000 f or the equi pment of v essels with cata pults and i nclud ing not to exceed $175,000 for the procurement of helium, and such sum shall be transferred to and made available to the Bureau of Mines on July 1, 1932 ; for continuing experiments and development work on all types of aircraft, including the payment of part-time or inter- mittent employment in the District of Columbia or elsewhere of such scientists and teclinicists as may be contracted for by the Secretary of the Navy, in his discretion, at a rate of pay not exceeding $20 per diem for any person so employed, $2,210,000 ; for the payment of obligations incurred under the contract authorization carried in the Navy Appro priati on Ac t for the fiscal year 1932 for t he pr oduct ion and purchase of new airplanes and their equipment, spare parts and accessories, $7 ,200,000 ; t oward th e constr uction of the rig id airsh ips as provided in the Act authorizing construction of aircraft, and so forth, approved June 24, 1926 (U. S. C., Supp. V, title 34, sec. 749a), and subject to the contractural conditions stipulated as to such rigid airships in the Act making appropriations for the Navy Department and the naval service for the fiscal year 19 29, $1,450,000 ; in all, $25,245,420 ; and the money her ein spec ific ally appropriated for "Aviation " shall be disbursed and accounted for in accordance with existing law and shall constitute one fund : Provided, That the sum to be paid out of this appropriation for employees assigned to Group IV (b) and those performing similar services carried under native and alien schedules in the Schedule of Wages for Civil Employees in the F ield Servi ce of the Navy Dep artment s hall not e xceed $1,192,145 : Provided further, That in addition to the amount herein appropriated, the Secretary of the Navy may, prior to July 1, 1934, enter into contracts for the production and purchase of new airplanes and their equipment, spare parts and accessories, to an amount not in excess of $5,715,000 : Provided further, That no part of this appropriation shall be expended for maintenance of more than six heavier-than-air stations on the coast of the continental United States : Provided further, That no part of this appropriation shall be us ed for the construction ofa factory for the manufacture of airplanes : Provided further, That the Secretary of the Navy is hereby authorized to consider, ascertain, adjust, determine, and pay out of this appropriation the amounts due on claims for damages which have occurred or may occur to private property growing out of the operatio ns of nav al aircr aft, whe re such claim do es not e xceed the sum of $500 .
