The unex- pend ed ba lance in th e app ropria tion of $5 6,000 for a rbitr ation betwee n the Un ited Sta tes and Sweden o f the cl aim of R ederiakt ie- bo lag et Nordstjernan, a Swedish corporation, contained in the Second Deficiency Act, fiscal year 1931, is continued available for the fiscal year 1933. Second polar year program : For the purpose of carrying into effect the provisions of the public resolution entitled "Joint resolution authorizing an appropriation to defray the expenses of participation Iy the United States Joverililiellt in the second polar year program, August 1, 1932 , to Aug ust 31, 1933," a pproved March 18 , 1932, and for each and every object and purpose specified therein, $30,000, to remain available until June 30, 1934 . Commission on Construction of Highway, United States and Canada : The unexpended balance of the appropriation of $10,000 for the Commission on Construction of Highway, United States and Canada, for the fiscal years 1931 and 1932, contained in the Second Deficiency Act, fiscal year 1931, is continued available for the same purposes until June 30, 1933 . Gener al and Special Claims Commissions, United States and Mexico : The une xpended balance of the appr opriation for the General and Special Claims Comluissloils, United States and Mexico, for the fiscal year 1932, shall remain available for the same purposes until June 30, 1933 . International Monetary Conference : For the expenses of participa- tion by the Unit ed State s in an internat ional mon etary co nference including silver, to be held during the year 1932, and for each and every purpose connected therewith, including transportation and subsistence or per diem in lieu thereof (notwithstanding the provi- sions of the Subsistence Expense Act of 1926, alnen(linents thereof or regulations prescribed pursuant thereto) ; personal services in the District of Columbia and elsewhere, without reference to the Classifi- cation Act of 1923, as amended ; stenographic and other services by contract if deemed necessary without regard to the provisions of section 3709 of the Revised Statutes ; rent of offices and rooms ; pur- chase of necessary books and documents ; printing and binding ; offi- cial cards, entertainment ; hire, maintenance, and operation of motor- propelled passenger-carrying vehicles ; the reimbursement of other appropriations from which payments may have been made for any of the purposes herein specified ; and such other expen ses a s may be authorized by the Secretary of State, fiscal year 1932, to remain avail- able until June 30, 1933, $40,000 .
